David Rivas

David Rivas, Jr was born in Houston, Texas, but was raised in Northwest Washington, D.C. After graduating from Chevy-Chase High School in Bethesda, Maryland, he attended Frostburg State University and studied both Political Science and Criminal Justice. In 1987, David worked at Winter & Associates as Chief Investigator for several large corporate companies assisting in undercover work.

David worked with the Houston Police Department in the Major Crimes Unit, as well as assisted with the retrieval of children who were kidnapped from Mexico in conjunction with the Texas Sheriff’s Department. David was also the Assistant Director of Latinos United, a group that was founded in order to register voters and take action in regards to political issues that affected the Latin American Community in Houston.

He currently resides in Marksville, Louisiana where can fully invest his time and energies into the Political Action Committee. David is inspired and motivated to protect the future of the Tribe by his four children David III, Dakota, Dawson and Isabella. He firmly believes that his work with the T.B.I.P.A.C. is beneficial to maintaining the safety and security of the Tribes future generations.

In 1995, David began working for the Tunica Biloxi Tribe as an Inspector for the Gaming Commission and later was promoted to Investigator. During that time, he learned valuable skills in regards to State and Federal Laws that would benefit him as he fully immersed himself within the Tribe. David worked for three years as a Gaming Commission Officer before being appointed as the Director of Political Affairs by Chairman, Earl Barbry, Sr.

Since that time, David has devoted himself entirely to the Tribe in regards to working with the State and Federal government. He has spoken with State and Federal elected officials in regards to laws and legislation that are beneficial to not only the Tribe, but to the surrounding areas as well. David understands that in he is a representative of the Tunica Biloxi people and will do everything in his power to create a better path to the future.

David took on additional positions with Mobiloans and Red Alligator, LLC in order to stay as involved as possible in the future of the Tribe. He currently sits on the Board of Directors for both Mobiloans and Red Alligator. These two positions, as well as his duties as the Director of the Tunica Biloxi Political Action Committee, are critical to creating a better and sustainable future for the Tribe and its future generations.

Whether he is meeting with legislators in regards to new gaming laws or organizing P.A.C. events, David gives it his all. He is willing to go the extra mile to assist in whatever capacity is needed, whether it is as the Director of the P.A.C. or as a tribal member helping his fellow members when a natural disaster impacts their home. David has proven that he is a humanitarian who believes that everyone, regardless of if he knows them personally or not, should have the security of knowing that their future is safe.

Spencer Galland

TBIPAC Coordinator

 

 

 

Read Spencer's Bio

Spencer Galland was born in Opelousas, Louisiana and was a graduate of Bunkie High School in 2008. He grew up in various parts of both Louisiana and Mississippi, but would ultimately call Evergreen, Louisiana his home. 

Upon graduation, Spencer would go on to enlist in the Louisiana Army National Guard and honorably serve from 2009 to 2013. While in service he began his study at the University of Phoenix in Computer Science with a focus in I.T. Security.

While attending college, Spencer would follow his childhood dream and follow in his father’s footsteps to be a uniformed police officer. Spencer used this opportunity to help serve the communities he loved by helping to keep them safe for everyone including his two children, Sage and Ava. 

Spencer would serve various departments such as Ville Platte Police Department, Avoyelles Parish Sheriff’s Office, Plaucheville Police Department, and Hessmer Police Department which spanned for almost 9 years.

Spencer would eventually step away from patrol to begin his focus back into I.T. Administration & Security and became an I.T. Administrator for the Union Bank in Marksville, LA. After cross training in the many various departments within banking, he would take an interest in Business and Political Affairs.  Spencer believes in encouraging organizations, both big and small, to help better the community through their respective platforms. Spencer now proudly serves as the Coordinator for the TBIPAC.
